In the summer of 2010 the Law No 229-FZ “On Amendments to Part One and Part Two of the Tax Code” was signed. That expanded the use of electronic documents in the tax legal relations - in particular electronic invoices. The invoice was the last primary document in Russia that had to be legally transferred into electronic form. At this point the Ministry of Finance and Federal Tax are finalizing all supporting documents for e-invoicing, including procedural and formats. They are expected to be released in the first quarter of 2011.
Full scale use of e-invoicing in Russia is said to lead 8,36 billion Rubles of national savings, excluding the costs of keeping this documentation. This based on the calculation of ECR-Rus, that Russia produces 14 billion printed invoices every year. This consumes approximately 280 thousand cubic meters of wood, 848.5 thousand trees, 1.4 hectares of forest.
During a roundtable meeting, organised by ECR-RUs, the participants agreed that the Russian market of electronic documents in the next few years will grow at a rapid pace. Where the European market for electronic documents is growing at an average of 30% per year, the extensive use of external practitioner in Russia will soon exceed the growth in Russia, compared to Europe. “50% of companies in Russia outsources reporting to regulatory authorities in electronic form.
