The second European Multi-Stakeholder E-invoicing Forum is a fact!

In 2010 the European Commission decide to set up the European Multi-Stakeholder Forum on Electronic Invoicing. The mandate for that forum was applicable until the end of 2013.

According to the Commission, The Forum succeeded during its mandate in achieving a profound exchange of views and experience between its members and provided a relevant expertise to the Commission. It also contributed significantly to the preparation of the Commission Proposal for a Directive of the European Parliament and of the Council on electronic invoicing in public procurement. Still, the Commission decided some two months ago there should be a second European e-invoicing forum building on the achievements of the first forum, previous activities, existing work and solutions, in particular concerning the legal environment, business requirements and standards, in the domain of e-invoicing in the public and private sector.

And these are the tasks for the next three years:

  • to assist the Commission in the monitoring of the development of the e-invoicing market and the level of e-invoicing adoption in industry, services and the public sector across the Member States;
  • to bring about an exchange of experience and good practice that facilitates the emergence of interoperable e-invoicing solutions;
  • to point out problems in cross-border transactions and propose appropriate solutions;
  • to support and monitor work leading to the adoption of a European standard for the semantic data model of an electronic invoice;
  • to monitor the level of use of e-invoicing in public procurement across the Union and the effects of the Directive 2014/55/EU;
  • to liaise with the future European Forum on e-Procurement for all matters regarding the use of e-invoicing in public procurement;
  • to advise on the governance of the relevant Connecting Europe Facility digital service infrastructures.

Now, we just have to wait until 2017 to measure to what extend this second forum contributed to the European e-invoicing adoption.
