In its Action Programme for Reducing Administrative Burden, the European Commission proposes actions in order to reduce the cost stemming from EC and national regulations by 25% until 2012. The cost for businesses for filling forms and reporting according to obligatory regulations is estimated to add up to 3% of the GDP in the EU. Reducing unnecessary obligations could therefore save costs and increase productivity and competitiveness.The Commission is not only concerned with reducing unnecessary EU regulations, but also with accelerating the sharing between national simplification programmes which in many member states already exist. Necessary elements of such programmes are methods for measuring and reducing the administrative burden such as the Standard Cost Model (SCM) and principles, which includes procedural simplification and integrates different reporting processes into one single filing provision.
OBJECTIVES of the workshop
– Discuss and look at how eGovernment can be an effective tool in the reduction of administrative burden for public administration, business and citizens.
– Inform about the present activities of the European Commission by speakers from DG Enterprise and DG Infosoc including the latest call within the ICT PSP Work Programme 2008;
– Provide an up to date overview of the latest activities of the SCM Network;
– Present good practice cases from Belgium, The Netherlands and Germany, among others, showing how administrative burden is being reduced for business, citizens and government;
– Provide participants an opportunity to raise questions and discuss these good practice examples with the case presenters in three parallel working groups.

The Encounter of Experts in Electronic Invoice, XBRL and Public Hiring, organized by the Association of Industrialists of Technologies of the Information and Communications of Andalusia, ETICOM and SANDETEL, public company of the Council of Innovation, Science and Company of the Andalusian Government, is the main event on Electronic Invoice, XBRL and and-administration organized to date in Andalusia.
With the participation of some of the best international and national experts in these fields, pertaining to organizations like the European Union, the Ministry of Industry, Tourism and Commerce of Spain’s Govenment, the Tributary Agency, the Chamber of Commerce of Andalusia and RED.ES and FUNDETEC, the event has the objective of being a key event when it comes to electronic interchange of invoices, documents and financial statements, for both companies and public entities.

The entering in to force of the obligatory terms for companies to send electronic invoice to the Administration that will begin first at the beginning of 2009 for large companies. The Dutch e-Invoicing awareness initiative Platform ELFA organises expert meetings with the aim of transferring knowledge between ELFA members and other interested parties or individuals.
These meetings concern a diversity of aspects surrounding e-invoicing and automated invoice processing. Subjects that might be dealt with are for instance SEPA, standardization, credit management, archiving and international developments.

The Purchasing Card Forum (PCF) is an independent business forum focusing on the smart card, purchasing card, eProcurement and marketplaces. Its members range from the major banks and issuers to government agencies and suppliers. The PCF holds regular meetings at which members discuss varying topics relating to P-cards, eProcurement, eInvoicing and their related technologies.
The main topics to be addressed by its 4th meeting are:
– Niche areas for eProcurement;
– Streamlining VAT reclaim;
– eInvoicing overview and potential benefits;
– Update from VISA, Mastercard and AMEX on the likely impact of eInvoicing on the P-card market.
