There have been a number of key changes in the B2B eCommerce Software Markets over the last 5 years and eInvoicing is one of the new and fastest growing spaces.  Ariba’s Financial Solutions including Invoice Management, Payment Management and Working Capital Manager are leading the way toward removing paper from the day today financial process.

Accounts Receivable initiates almost all paper invoices today and many of these organizations are looking for ways to convert completely to paperless invoice processing.  Platforms like the Ariba Network are proven to provide small, medium and large suppliers the ability to move quickly off of paper invoice processing.

There are a number of key factors driving this rapid change in the eInvoice market.

Today we release the new EEI Platform. We think of it as EEI Platform 2.0, because of all the improvements and alterations. So, why did we re brand our online platform and what changes have been made?

Some figures
Version 1.0 of the EEI Platform was released in November 2008. Up until now we welcomed over 100.000 visitors on our website and throughout our social networks and we can see an increase in visits.

We have sent out 15 e-mail newsletters to a steadily growing population of around 1.000 e-mail subscribers from over 45 countries worldwide.

We now retrieve information from over 145 online and offline resources and posted it at all kinds of Web 2.0 platforms, such as: LinkedIN, SlideShare, Youtube, Twitter, Facebook, FriendFeed and Google News. We have also facilitated RSS subscribers and affiliate linking possibilities using Ping.fm. And we’ve connected quite a lot of people using these very same social networks.

All in all an enormous effort to fulfil our objectives: transferring knowledge, building networks, sharing information and promoting interests.

Why change? Evaluation after 10 months of EEI Platform
So, why change? Most of all because we believe that the EEI Platform should always be looking for ways to fulfil its objectives as efficient and effective as possible.

Our experiences in using Web 2.0 instruments at the EEI Platform the last ten months have lead to some interesting conclusions:

• We strongly believe that Web 2.0 tools are key drivers for the operation and development of the EEI Platform.
• We also believe that Web 2.0 can play a significant role in the development of the European E-invoicing Marketplace.
• In a connected world it is no longer sufficient to force your target group to come towards you for information. Instead ,they increasingly demand that information is brought to them. In short: a trend towards the push of dedicated information to each individual.
• Comments on content made by community members in all social networks should preferably be aggregated and displayed into a single publicly available stream.
• It should be possible to subscribe as a member of the EEI Platform using login information created at other social networks: Single Sign On.

Changes
Taking these conclusions into account we have changed the look and feel the EEI Platform. The entire list of changes and improvements is too long and boring to display here.  However,  some adaptations are worth mentioning:

• Information on e-invoicing is now supported with visuals, making it more attractive to read through
• Members have become more visible in the members section
• Members have become authors of the information they distributed to the EEI Platform. Information is automatically added to their profiles
• The EEI Platform allows non-members to post information on the website and e-mail newsletter on a pay-per-use basis
• The EEI Platform allows members and non-members to use the online platform for advertising and sponsor purposes
• The technical platform has been prepared for the integration of the EEI Community: a theme specific social network on e-invoicing (to be released within a few weeks!)

In the corporate market, banks see potential for generating additional revenue by integrating e-invoicing with existing cash management, supply chain and financing services.

However, in the absence of widely accepted standards. many see their projects as long-range efforts, with an average estimated five year payback in terms of return on investment.

Swift says its potential involvement in the market was welcomed by approximately three-quarters of the banks surveyed.

The Euro Banking Association and an EU Commission Expert group are currently researching the market for e-invoicing and the potential for wider banking industry involvement.

Swift says it will await the findings of both these efforts before setting up its own Ad Hoc advisory group. This would seek to set out and test a business case for an interoperable e-invoicing platform, and identify the key functionality and the role of Swift and other parties in the provision of this capability.

I was disappointed to find that one of the conclusions implies that electronic signature is seen as a barrier for further development of the electronic invoice, and a feature that some of the members of the expert group see as superfluous feature.

In my opinion, electronic documents need ways to reinforce security to allow to tell apart fake documents from authentic documents. Ths is generally true even for informative documents with less impact on companies results.

It is also true that electronic signature is not the only way to reinforce security regarding autenticity of documents. For example, a document can be assumed to be authentic if it is retrieved from a trusted source, even if it is not completed with an electronic signature. But then we must define what are the requirements of such “trusted sources” to keep that assumption.

On the other hand, both approaches, electronic signatures and reference or trusted sources (which in turn frecuently are based in electronic signature derived schemes) need more precise definition to avoid lack of interoperability, which, in my opinion is the real barrier for electronic invoice wide deployment.

Some common authenticity mechanisms are required both for electronic invoices (those that are born electronically from the beginning) and for invoices certified scanning (invoices digital copies that become equivalente to an original, after a security mechanism has been added to a common scanning).

This approach, “certified scanning”, has been initiated in Spain with high success.

Certified scanning is a process in which an electronic signature is applied to a image file while it is scanned from a document paper. This image is stored in a secured database and the main concepts and terms of the paper document are added as metadata to the contextual fields of the image file in the database.

Once a paper document is “certifiedly scanned” the digital copy becomes equivalente to an original, and the paper source can be destroyed. The new “electronic original” can then be used for auditing purposes.

For the companies that receive thousands of invoices, “certified scanning” adoption imply benefiting from most of the advantages of the electronic invoice without dealing with the slow adoption pace that their suppliers could show.

If we want to support “certified scanning” we need a common definition of the requirements for that conversion. And they should not be very different form the requirements for “electronic invoices” .

If we accept authenticity mechanisms not based in electronic signature, they should be common for both approaches. And if electronic signature is still to be used in the future as the authenticity mechanism of the electronic invoice, the broad options in variants should be reduced and clearly defined (in my opinion, the XL definition of CAdES -TS 101 733- or XAdES -TS 101 903- should be used, including both validation and timestamping, from the signer side).
