Oriol Bausa watched and observed the EXPP Summit 2011 in his home country and reported the highlights: standards, Europe, Latin America, operators, PDF and much more. </strong></p><p><em>This post is transposed from Oriol Bausà&#8217;s original post:<a href="http://blog.invinet.org/?p=951" target="_blank"> http://blog.invinet.org/?p=951</a></em></p><p>Billentis’ Bruno Koch managed to build bridges between Europe and America this time, organizing a well-balanced EXPP conference with speakers of both sides of the Atlantic. We had the opportunity to know how they are implementing electronic invoicing on both continents. It was very interesting to see the results in accordance with the policies that have been established in recent years.<br /> <strong><br /> Latin America</strong><br /> In Latin America, the main catalyst for the deployment of the electronic invoice is the tax fraud control. The laws of some Latin American countries have made it possible for the electronic invoice to reach a market penetration level of up to 90% and growing in a fast pace during recent years.</p><p>Service providers in Latin America assist in thousands of monthly transactions and the growth is exponential. This has led some European providers attaching themselves to these markets by introducing their services and products.<br /> <strong><br /> Europe</strong><br /> In contrast, the main force behind the deployment of electronic billing in Europe is not the tax control, it is the competitiveness of enterprises. Becoming more agile and being able to improve their processes and efficiency have been the main challenges marking Europe for more than a decade.</p><p>With this policy, the adoption of electronic invoicing is up to the companies, which are free to choose whether a change of this type is beneficial or not. In Europe a lot of training is necessary to convince CEOs and CFOs that the change from paper processes to electronic processes is really worthwhile and offers them real benefits.</p><p><strong>Equal treatment and digital signatures</strong><br /> Therefore, the principles of &#8220;equal-treatment&#8221; (equal treatment between paper invoices and electronic invoices) are still the guiding messages from the EC.Producing electronic invoices should be as simple as making paper invoices, and therefore technical barriers that could be considered an obstacle to its adoption in enterprises, should disappear.</p><p>It&#8217;s funny how some companies (especially auditing) confuse this effort to simplify the way of the adoption of electronic invoicing in Europe by eliminating the requirement for electronic signatures, with the imposition of complex controls and audits that should guarantee the traceability of business operations.</p><p>Once again the process is considered to be very complex and expensive when in fact it is not. Our interpretation of the new directive is that electronic invoices are to be audited as paper invoices. Point.<br /> <strong><br /> Advantages and disadvantages</strong><br /> Regarding the continental approaches, both have advantages and disadvantages. In Latin America electronic invoicing is getting a high level of penetration, but only for tax purposes. Much remains to be done in the field of process integration between companies. Define the processes, establish required information models (in Mexico encapsulated in Addenda) and homogenise them to provide the knowledge that every company can benefit from these electronic processes, is their next challenge.</p><p>In the European case, the lack of obligation only enables the adoption to grow by proven profit. This results in a slow take-off for electronic invoicing in the European B2B market, but in return, users are presented with some environments and tools that will greatly facilitate the digitization of its processes. Initiatives such as the CEN BII or PEPPOL are driving this change.</p><p><strong>National standards versus interoperability</strong><br /> Oriol Bausà of Invinet made ??a presentation on national standards and the road to interoperability in Europe. The message of this paper is that we cannot pretend to have a single language for electronic invoicing in Europe.</p><p>There have been too many investments in national standards written in different languages, which means that in this situation, one central language does not meet the specific requirements of each country.</p><p>What we can do is build European interoperability as one builds a castle amongst all participants, taking into account the particularities of each individual. This is what the EC does with projects such as the CEN BII or pilot deployment as PEPPOL border. PEPPOL builds bridges between communities that have their own electronic billing systems, functions as the path towards interoperability in Europe and, why not, between Europe and Latin America.</p><p><strong>Conclusions: PDF is at its peak</strong><br /> Bruno Koch&#8217;s conclusions at the close of the event emphasized the differences between these two approaches and pointed to trends in the market for electronic invoicing in Europe, both from the point of view of operators and from the point of view from formats to be used: In this aspect we are currently at the peak of maximum use of PDF as the format of electronic invoices tend to grow toward a greater adoption of PDF + XML invoices while invoices in EDI format are going to be stuck in the existing models.</p><p>Source: <a href="http://blog.invinet.org/" target="_blank">Invinet Sistemes</a></p><p>This article is from <a href="http://eeiplatform.com">E-invoicing Platform</a>. The Webinar attracted over 130 participants eager to learn  the benefits of e-Invoicing and why 5a8 it is a viable alternative to  OCR.</p><p>The Webinar outlined the challenges companies face when  managing an end-to-end paper invoice process and how OB10 helps to  streamline that process. Financially, implementing an e-Invoicing  solution requires no upfront capital expense, no licensing or  maintenance fees, eliminates tasks and labor, and offers a much stronger  and faster return on investment than OCR.</p><p>&#8220;There remains over  80 percent paper entrenched in today&#8217;s Accounts Payable departments and  many organizations unfortunately choose OCR because they believe it will  provide a significant level of automation and efficiency,&#8221; says Thayer  Stewart, vice president, marketing and business development &#8211; OB10.  &#8220;Many of those same companies are finding that once they&#8217;ve spent  hundreds of thousands of dollars and significant resources implementing  an OCR solution, it&#8217;s not all it&#8217;s promised to be because you&#8217;re still  dealing with paper. With e-Invoicing, the implementation is faster, the  investment is only a fraction of the cost of implementing OCR and it&#8217;s a  much more reliable solution.&#8221;</p><p>OCR also requires a significant  investment in the installation of specific software and hardware in an  Accounts Payable department that extracts invoice data from an actual  paper invoice. On the other hand, e-Invoicing offers a hosted electronic  network of receiving and delivering invoices (no hardware or software  to install), suppliers submit invoices via a file upload or by keying  into an online portal, and the cost is minimal &#8211; usually a low  per-invoice transaction fee that is often less than sending invoices  through the mail. With OCR, there isn&#8217;t much automation. With  e-Invoicing, automation is guaranteed.</p><p>In addition, a supplier  like OB10 specializes in supplier on-boarding; ensuring that a buyer&#8217;s  suppliers are enrolled in the network and ready to transact. Change in our Ways of Working (WoW) and change in our  corporate culture. It requires change in the way we think. This is  perhaps the hardest challenge of all. Going paperless and the change  required to get there.</p><p>The technology is here but is your corporate culture ready for it?  That is the true question and the reason we have put this simple guide  together for you. We have identified a few simple things you can do  today that will help you move toward a paperless business operation and  help the world go paperless. Help us to improve this list of tips.</p><p>Add your tips, comment on these, modify them. Let&#8217;s make this practice into a &#8216;best&#8217; practice together!</p><ol><li>Use document scanners to convert paper documents to electronic  format through document scanning then shred them – if allowed by law and  industry – and send the shredded paper for recycling</li><li>Do not print or copy any documents unless absolutely required.  Send all documents via e-mail or electronic fax as the preferred method  to your customers.</li><li>If you do have to print, be sure to spell/grammar check before  you print to eliminate reprinting.  Also, try saving or printing to PDF  instead.</li><li>Use Web 2.0 technologies like wikis and blogs for internal communication and collaboration</li><li> Use single source repositories and shared digital workspaces to  develop, manage and refine documents like contracts, marketing  materials and any other type requiring review and refinement</li><li>Use web interfaces and forms for online applications and order placement, replace paper forms with eForms</li><li>Sign up for e-bill delivery or online billing from your  suppliers rather than paper statements, and pay your bills  electronically</li><li>Develop and deliver all promotional materials in electronic form  rather than paper using links and downloads for online and thumb drives  or CD media at tradeshows and seminars</li><li>Map, design and manage all business processes electronically.  You can begin by mapping the processes and assessing how they can be  improved as they are, then address process automation using what you  currently own and/or may purchase</li><li>When a signature is required, match the signature solution to  the signature requirements. While &#8220;click-wrap&#8221; is the easiest and most  common, there are numerous options. Electronic signature tablets similar  to those used in retail are one option; you can even get them  sophisticated enough to capture the unique biometric characteristics of  each individual for future comparison if the signature is questioned</li><li>Sign up for the digital versions of all trade magazines and newsletters, and make sure others in your organization do the same</li><li>Use direct Printed Barcode on the corrugated boxes or on the  Product manual or use other Emboss technique for object tagging  &amp;  Retrieving on the product itself instead of separate Paper based barcode  stickers.</li><li>Paper is widely used between Business to Customer, Business to  Business, Government to Business Vise Versa, and Customer to Business  for day to day transaction purposes.  Government &amp; Corporate  have  to frame policy &amp; implement paper less processes. Elevate, educate  and provide Hands-on support to the non IT savvy customers to use self  service applications.  This Reduce paper transaction cost, Increase  customer base through customer satisfaction.</li><li>Outsource paper document digitization to a document imaging  company. NorStella &#8211; Foundation for e-Business and Trade Procedures &#8211; is appointed by the Norwegian Government as the national contact point for all international standardization activities in the field of electronic business and trade facilitation </em></p><p>The 6th EXPP European Summit (on e-invoicing) took place in Munich this week. 320 delegates from all over the world had signed up. Norway was represented by 25 participants, mainly from b2bConnect Group and the banking network.</p><p>Bruno Koch – an e-invoicing expert and the conference chair- presented something interesting market numbers and made some adoption assessments. He pointed out that Europe was the leader in this area. Fueled by the European Commission&#8217;s E-invoicing Directive, Governmental projects, and the strong position of the large number of message brokers.</p><p><strong>Bruno Koch</strong><br /> The picture is more mixed in the U.S., where payment by check is still the dominant factor. There are many standards and there is no strong or dominant message communicator. Interestingly, it was pointed out that Brazil is now in full swing. Koch also pointed to Russia as a major emerging market. Something that was a little hard to believe after Grigory Povarov presentation &#8211; with a high degree of irony. He explained how difficult it was to deal with the originally paper-based public demands, and how often the government interfered in the individual company&#8217;s billing practices. The word corruption was not used, but it was close &#8230;.</p><p>Surprisingly, Bruno Koch said that the financial crisis – what in Europe has become a crisis of public budget – would create a strongest motive. He said that Greece would soon become a leader in e-invoicing. Simply because they may have to cut public budgets two and get the better of the big, black economy country.</p><p><strong>Milan School of Management</strong><br /> Professor Alessandro Perego of Milan School of Management Presented a comprehensive survey of the obstacles that existed in the prevalence of e-invoicing. He pointed out that the flora of standards was no longer a major obstacle because Europe now seems to agree on several standards. The law is no longer an obstacle too: the new EU E-invoicing Directive presents clear enough guidelines even though not everything is resolved. It is therefore not external circumstances are hindering the wide spread adoption of e-invoicing. Instead the barriers are a the seller and buyer.  One can see the benefits in communicating e-invoicing, as well as overcoming the barrier of having collaboration between buyer and seller. Perego also pointed out that the benefits only come when one can create values throughout the entire value chain with all types of business documents, not just e-invoicing. E-invoicing in isolation will result in a gain of 05.03 per euro. Exchanging all documents throughout the value chain, leads to gains of about 65 euros with payback in one year!</p><p><strong>Jonas Edlund</strong><br /> Yet the question remains how one gets small and medium enterprises  (SME’s) into this &#8220;wave&#8221;. This is the big market in Europe, and in something countries, small businesses dominate the private sector, for example in Austria, and also here in Norway. It was never answered correctly how one takes in this market segment, but Jonas Edlund from Pagero was onto something when he pointed out that the public sector&#8217;s initiatives to make a platform and infrastructure for e-procurement and &#8211; purchasing were not adequately Prepared for small businesses (see Also DIFIs mention of this project here).</p><p><strong>Tim McGrath</strong><br /> The confusion surrounding the question of what standards apply was solved: Tim McGrath from OASIS mentioned one that it hardly ever comes to one single standard; the challenge is interoperability between multiple standards. This has already been recognized and that is why the European Commission has requested the creation of a standard data model that contains semantic description of all the known elements included in an invoice. This is now made by UN / CEFACT and is called the Cross Industry Invoice (CII). Based on this data model two different syntactic representations are created to suit various needs, the governmental UBL (in Norwegian ehandel.no Invoice format), and the banks ISO 200 222.<br /> <strong><br /> BSP Interoperability</strong><br /> One of the main focus areas of the conference was how message brokers, could cooperate. Both in Norway, Germany and Spain a set intermediaries worked together on a joint roaming agreement that guarantees seamless and free communication between message brokers. This was mentioned as a crucial prerequisite for lowering the threshold for the use of e-invoicing. But what remains is to establish a partnership with the banking network, so that the seller and buyer can freely choose between message brokers. Finland was highlighted as a country where many gateways had solved this problem, see in particular the presentation of Thomas and Bonwetsch.<br /> <strong><br /> Eva Hervidsson</strong><br /> Eva Hervidsson from Nordea emphasized that she cannot see how banks and non-financial intermediaries’ message won’t cooperate. Nordea has such a collaboration (with Tieto). She emphasized the &#8220;mind set&#8221;, i.e. the willingness to cooperate makes life easier for customers, especially small and medium- sized companies, and also such cooperation helps to increase the total market.</p><p><strong>Main conclusions</strong><br /> What conclusions can one draw out of this conference? The three most important are perhaps:</p><p>The impetus for the development of standards and infrastructure for e-invoicing-disclosure is the public sector. But How to fulfill the needs of small suppliers the public market?</p><ul><li> The non-financial methods and the banking message network must enter Into practical Cooperation. The conference takes place in the Diamant Building in Brussels on June 18th 2009.</p><p>After the completion of the CEN/ISSS eInvoicing Phase I Workshop in 2006, a Phase II workshop was launched in 2007. Now, during the Open Meeting on June 18th 2009, the final deliverables of this Phase II will be presented to reach out for public comments and reviews.</p><p><strong>CEN/ISSS e-Invoicing Phase II: five Working Groups</strong></p><p>Five projects have gone under way, with Working Groups:</p><p>1.      An adoption programme for increased electronic invoicing in European business processes</p><p>2.      Compliance of electronic invoice implementations with Council Directive 2001/115/EC and the national legislation as regards electronic invoices;</p><p>3.      Cost effective authenticity and integrity of electronic invoices and related business documents regardless of formats and technologies;</p><p>4.      Implementation of compliant electronic invoice systems in using emerging technologies and business processes;</p><p>5.      A framework for the emerging network infrastructure of &#8216;invoice operators&#8217; throughout Europe.<br /> Resulting in several deliverables, the Working Groups and the entire CEN e-Invoicing Workshop aim to stimulate further standardisation in the domain of electronic invoicing in Europe. It should be noted that the activities are explicitly not directed towards standardisation of a document format such as UN/CEFACT or UBL.<br /> <strong>What kind of deliverables can we expect?<br /> </strong>So what kind of results can we expect at the Open Meeting on June 18th 2009? To get answer on that question we could take a look at the presentations performed during the Open Meeting in 2008.</p><p>In short – to be honest: as far as the EEI Platform can see- it is expected that at least the following deliverables will be presented:</p><p>-          The Draft Good Practice Guidelines (Working group 2 and 3)</p><p>-          E-invoice Gateway (Working group 1)</p><p>-          Review of CWA 15576 (Working group 4)</p><p>-          Review CWA 15582 (Working group 4)<br /> <strong>NOTE</strong>: The EEI Platform has been chair of Working group 4 for some time. It resigned from this position due to a conflict of co-operation with one of the Workshop chairs and a difference of vision with regard to the expected deliverables and their content. The cost for businesses for filling forms and reporting according to obligatory regulations is estimated to add up to 3% of the GDP in the EU. Reducing unnecessary obligations could therefore save costs and increase productivity and competitiveness.The Commission is not only concerned with reducing unnecessary EU regulations, but also with accelerating the sharing between national simplification programmes which in many member states already exist. Necessary elements of such programmes are methods for measuring and reducing the administrative burden such as the Standard Cost Model (SCM) and principles, which includes procedural simplification and integrates different reporting processes into one single filing provision.</p><p><strong>OBJECTIVES of the workshop</strong></p><p>- Discuss and look at how eGovernment can be an effective tool in the reduction of administrative burden for public administration, business and citizens.<br /> - Inform about the present activities of the European Commission by speakers from DG Enterprise and DG Infosoc including the latest call within the ICT PSP Work Programme 2008;<br /> - Provide an up to date overview of the latest activities of the SCM Network;<br /> - Present good practice cases from Belgium, The Netherlands and Germany, among others, showing how administrative burden is being reduced for business, citizens and government;<br /> - Provide participants an opportunity to raise questions and discuss these good practice examples with the case presenters in three parallel working groups.</p><p>More information to be found on the website of <a href="http://epractice.eu" target="_blank">ePractice.eu</a>.</p><p>&nbsp;</p><p>This article is from <a href="http://eeiplatform.com">E-invoicing Platform</a>. Its members range from the major banks and issuers to government agencies and suppliers. The PCF holds regular meetings at which members discuss varying topics relating to P-cards, eProcurement, eInvoicing and their related technologies.</p><p><strong>The main topics to be addressed by its 4th meeting are:</strong></p><p>- Niche areas for eProcurement;<br /> - Streamlining VAT reclaim;<br /> - eInvoicing overview and potential benefits;<br /> - Update from VISA, Mastercard and AMEX on the likely impact of eInvoicing on the P-card market.</p><p>The official agenda of the meeting will soon be published at the Purchasing Card Forum website.</p><p>Meeting attendance is traditionally reserved to members of the Purchasing Card Forum, which pay an annual membership fee.
